You can buy a wireless adapter that will plug into the Xbox ethernet port. That will give you wireless access to the Internet.
As far as apps, there are plenty that take advantage of the Xbox to browse the Internet.

If the device in question has an Ethernet socket, the ability to route (+ perhaps bridge) and can work with whatever form of internet access you have, then it should do the job.
(Most WAPs seem to be routers these days).

In general, no. Most wireless access points are just APs, they don't support wireless client bridge mode, which is what you need.
There are dedicated client bridges available, or any AP that will run dd-wrt can be configured as a client bridge. Google dd-wrt for more details.
