So what your saying is that you will be able to(w/beta 4) get an xuid for consoles that have never been online before? Just want to be sure that wasn't sarcasm.
Also, am I able to use the xuid from my other console that has been online to transfer stuff to the offline console? Hope that makes sense as I don't have a full grasp of this yet.

Yessss! This enabled me to finally successfully resign my DOA 4 save to another hard drive. For those that care here's how to do it:
1. Tools needed: 360 flash dump tool 0.88a (yes this version because it will give you the correct sized kv for consigner), CONsigner, your original nand image from the system you want to transfer the save to (you might be able to use any kv but I used my own), and of course this version of yaris swap.
2. Get any gamesave off of the hard drive or memory card you want to transfer the DOA save to (and while you're at it copy your DOA save (544307D1) from the hard drive you are transferring it from).
3. At this time use flash dump tool 0.88a to extract the keyvault from your nand backup and save it
4. Using the gamesave off of the hard drive you want to copy your doa save to, open the game save in consigner and copy/paste the console id into notepad and remove the spaces.
5. Now in Yaris swap check off con mass resign, click go to folder, select your doa 4 folder (544307D1).
6. Copy and paste the console id you got from consign (without the spaces) into the Device ID box in Yaris swap and click the hex/yaris swap button (all the files' device id's should change to the new hdd's id)
7. Now go back to consign and one by one resign all of the files in your doa 4 (544307D1) folder (this is the part you'll need the kv).
8. Copy your newly resigned save to the new hdd and you should be good to go. It worked for me.
PS. If the profile names are not the same (ie its not a recovered gamertag or copied profile), make sure to enter in the new profile id as well

Possibly, I guess just replace your forza save wherever you see doa in my guide and see if it works. I would test it myself but I don't have forza. Also, I don't know what to do if the game has an xuid or if the xuid makes any difference (seeing as how the doa save does not have one).

for these games are game saves handled differently hence why you need to do all these steps? For normal saves i've been just using some program from the xplorer360 or xport360(forget the name) that lets you resign/rehash save files. just wondering if I should be doing it a different way than i am now.

Yeah it's only for certain game saves (the ones that are locked to the hard drive/memory card it is originally saved on).
