People with dev kits can take screenshots right from the frame buffer. This would not work on a retail console however.

i think they still need a dev kit for this to work

They arent even talking about a 360.  The tool they are using is for the original xbox.  Also in the article it says they arent using dev kits.

go to  thats is where you can get the dev stuff but i think you need some big money (http://dev.xbox.com)
