Does anyone know what is the latest dash needed to go online?  Is it 12611 or the one after that?

Right now it's 12625 for consoles not involved in the beta.

So if my JTAG is running 12623 hacked dash then I could technically go online?

No. Get the update from Microsoft's website, throw it on a CD or USB drive (depending on which version you download) and install the avatar update that way.
