if possible, can you try swapping where they plug in. you dont have to test it assembled, but that would rule out whether it if the fan or not

Did you make sure the 8 small black heatsink screws are tight?
As for the Red lights and the fan going full tilt, what did you have the 360 apart for exactly? The fans running full speed problem is pretty common with a bad solder joint, did you heat gun it or do some other type of mod on the heatsinks at all? add any more wiring or solder onto the motherboard?

You can try heating it again and see what happens, but I would't hold my breath. As for the fan dying there's not much point in dealing with that problem if ya can't get the 360 to boot. If ya heat it again and get it to start working, then you can either try replacing that Transistor or just run the fans from some other voltage source in the 360.The 8 small black screws that hold the heatsinks in place, you had to have taken them out to get the motherboard out of the chassis.

that sounds about right. id recommend a thorough visual inspection of the entire board. but id say you might have canned a few IC's

they must have already been like that when i got it because i even bought an expensive heat gun to make sure it didnt get too hot and that it cooled properly..i have no idea why the fan went haywire...

You can't plug the fan in anywhere else. I've already told ya what to do about it, it's either the Transistor is bad and needs replaced or scrap that whole deal and run them off another source in the 360.
