Yes, yellow when in standby, green when it's on.

Yes, I think though when you have the Play & Charge plugged in when you turn it off and your controller needs charging, your power brick will stay green until the controller is charged. Or at least I think I noticed that on mine.

You can also just charge your contoller by hooking up on your pc.
