For some reason I keep getting my dashboard looking like this first picture even though I have it set to 720p, 16x9, and my TV reconizes it as 720p 16x9.
The second picture has all this extra "grey" space on the sides - mine doesnt. I have a 30" Sony CRT HDTV.

Your TV doesn't look like a 16x9 television... I'm on a 16x9 monitor, and if I save your picture and zoom in, the top hits first and leaves blank areas on the sides. It's not scientific, but unless your picture is distored, I think that's what you're gonna get.

Sorry, Those pictures were just examples. It is a 16x9 screen (im 100% positive... hell it says 16x9 on the tv manual too!)

With my 40" RCA widescreen HDTV, my dashboard looks the same as yours when set to 1080i.
If I set it to 480p/widescreen or 480i/widescreen, the grey on either side increases, but is still not near as much as the second picture you posted.

crt's generally do not support 720p. Set your tv to 1080i and enjoy hi def widescreen. It won't be progressive and it won't be 60 fps but it still looks damn good. you have to go with what your tv can support. I know on amazon it says it supports it but I don't think it does. I haven't seen any crts that can support 720p.
