Title: Can I Store Anything Anywhere?

There are tons of places to put stuff, you can buy a house, or do what i did before I had the gold for a house, after you beat the thieves guild you have an entire master bedroom to store stuff in which various chests and cabinets.  As for the specific chest you are talking about, I have no clue.

Your best bet is storing things in a house you bought.  Most other places your stuff will disappear.  I guess some other lucky treasure hunter found your stuff appealing as well.
