No, it won't.

I hate the new downloadable content system.  Everytime I want to play Oblivion, I have to plug in Live, because half of the plugins were bought on my old dead 360 and won't let me use them unless I'm signed into Live, even though I'm using the Gamertag that bought them.  So none of my saves work unless I'm on Live.
