I can't find the targets for the hitman mission either.
I've tried different districts and i've loaded different targets into the HUD but i can;t seem to find any of them.
Weird mission.

nope.. but you will recognize her when she gets out of the ambulance.. make sure you have her active in your hud.. im not sure if it will count if she is not in your hud..
however, when in doubt just kill every paramedic.. one of them will be her.

HITMAN Target Locations
HAVING TROUBLE FINDING YOUR TARGET?
Here's a decent list of the 'Marks' and a little more specific vincinity to
find them.
ALSO: SEVERAL HELPFUL NOTES AT THE BOTTOM!
WEST SIDE ROLLERZ HIT's
JACKIE: Just call 911, she's a paramedic. Just remember to use a VICE 9.
ALAN: Alan hangs out at the arena most of the time, he's hard to miss... If
not in the arena he's sometimes out around the movie theater in Pleasent View
(arena district)
JOSE: Jose is a trucker, usually found in (you guessed it) the truck yard.
He may also be driving a coach bus on the freeway in Black Bottom (factory
district) during the day.
CHARLES: He's usually found in the suburbs walking the sidewalk near the
beach north of your mansion late in the day. Careful, he has a knife.
JUAN: This freak in red speedo's can be just about anywhere, usually the
Apartments
BUCKY: Bucky is a 6' tall hotdog that's found outside the area. A couple
grenades and he'll plump while you cook him...
BILL(1): Just get a wanted level of 5 and this FBI agent will come to you.
LOS CARNALES HIT's
JULIA: For an old lady in a pink bathrobe she gets around! Can be found in
the Barrio District, Charlestown and the Docks/Warehouses. Seems she can pop
up anywhere
THOMAS: This dock worker can usually be found in the Stoughton,
Docks/Warehouse district in the early evening.
GABRIEL: This construction worker (if the hard hat wasn't obvious enough) is
usually walking around in Copperton Truck Yard district during the day.
CHRIS: Chris is a mailman which can make finding him difficult (although his
little mail truck does stick out). I found him exiting the Airport area.
THERESA: Check for this fat, leopard print bikini wearing woman near the
Plastic Surgeon (big surprise!) in Cecil Park (Barrio district)
TINA: This lil 'roller-hottie' is usually roller skating laps around the
northern coastal road in Huntersfield (Suburbs district) in a pink bikini.
She has been seen near the barrio as well.
BILL(2): Bill has pretty much the same routine as Thomas, he's usually
walking around in Stoughton, Docks/Warehouse district (usually under the
freeway overpass)
JOHN: John is similar to 'Bill(1)', he's a swat agent. Simply attain a high
wanted level.
VICE KINGS HITS
DICK: Dick's a wanderer, during the day he's usually walking around
downtown. At night he makes his way near the Oriental bridge and the
Insurance Fraud activity building. He's hard to miss, he's big and wears a
bright orange short sleeve.
MARTY: Often found in the Suburbs. Easiest to cruise and look for his style
of 'walking', he's very slow and hunched over.
RICHARD: This businessman can be found in Nob Hill, High End Retail.
HENRY: Henry is a chauffer, usually driving downtown.
BILLY BOB: Mild wanderer, Billy can be found driving his small truck around
Nob Hill and Downtown.
DON: Don drives a flashy 'Baron' around the Harrowgate area (sticking out
like a sore thumb).
HANK: Hank is a late night mail driver. He can be found in either the
yellow 'Great Freight' truck or the similiar, white, BPS truck. I found it
easiest to box him in and burn him.
LOUISE: Louise is a RPG's packing meter maid. She drives a 'Quota'.
NOTES/HINTS/TIPS
It's best to engage the hitman activities early so that the targets are added
to the hud. You'll find you stumble across them as you play (much easier than
attempting to hunt them all down after).
Make SURE you have the appropriate weapon for the job before hunting!
If your 'mark' drives a specific vehicle try to find a duplicate to drive
around in, this will increase the spawn rate (great for Louise, Hank, Henry,
Chris and Jose).
