Title: Bonus Item (blue Dot) By Statue On Top Of Hill By Esperito City

there's a bonus collect item (blue dot) by the statue on top of the hill by esperito city.  I've circled the area around it many many times but i cant find the item to collect, like what the hell is up with that.  Anyone got any clues or help so i can find this damn item!!!
