Most of the time, most reviewing websites do this to leave room for "improvement" for the rest of the consoles lifespan. Of course, some launch games in history got nines, but the scoring isn't anywhere as easy-going as the end of a generation. When you look at the top-rated games 4 years from now, they want to show you that there are many other games than you might know about. Making condemned be at a 9.3, kameo at a 9.1, and Cod2 at a 9.5 will make future games like Gears of war, which might be at around 9.6, to look NOT MUCH BETTER than an old launch title. I'm not saying that this is how all games are rated, but it is taken into consideration.
