if you play from start to finish it does skip around a little between russian, british, and american campaigns, for example, you'll play the first american campaign before the last british one

First of all, it takes all of 5 seconds to create a profile. Disable auto login (you should anyway because some games have problems with it and corrupt your save games) and instruct any new person who uses your console to create a new profile. I have about 12 different profiles on my console because every time someone new comes over to play I create a profile for them.
If you still have problems with people using your profile you can password protect it.
The 360's way of storing save games works pretty good if you actually use it properly.
As for your problem at hand. You can delete the save game pretty easily, just go to the system tab, select storage, game data, then your profile and COD2, delete everything there.
I made a backup of my save game to my memory unit, removed the MU and deleted the save game on the HDD and the game created a new save next time I loaded it. I don't know why you're having such a time with it.
And if you still can't get that to work. After every level just exit back to the menu and select the next mission manually, there's only 10 missions so you'll only have to do that 9 times.
