Raiden IV is NTSC-J, i'm wondering if i can play on my 360. Now, most people are quick to say no but i've heard people saying that i may because the game devolpers are the ones that lock the games, not the discs.
Anyway, hopefully i can, any info would help

It is region locked. Most developers here in U.S. have more freedom to develop games as they want them. Japan however has laws mandating that video games, movies, among other related media be region coded.

Play-asia region tests their stock of games and indicates compatibility with other regions or not.
I cannot find a link with the info regarding the japanese laws, but I had read it somewhere once before. Most of the games that get developed exclusively over there are region encoded, until the developer decides they want to localize a title elsewhere. That of course wont change the japanese counterpart, but there is the possibility that the localized version of w/e title may be made region free. It's not a guarantee that will always be the case, but it could happen.
So for now it seems you're stuck with 2 options....And a potential third which i'll get to, but the 2 main options you have right now are. Option 1: Waiting for a localization of Raiden IV to wherever you live...Or....Option 2: Buying a japanese xbox 360 system. The third potential option all depends on how old your current 360 is and what kind of updates you put on it. As you're probably aware the updates from this year have disabled basically everything that's been done so far, except chips for backups. Downgrading, timing attack, among others....Out the window. Now if your 360 is say 1 1/2 to 2 years old with an older kernel version then you could downgrade and time attack the system to an exploitable kernel. From there you could dual nand your system, which would install a switch to the back of your console and allow you to change your consoles region to japanese along with U.S. region.

That was very informational man, thanks. I'll try to find just a Japanese console, hopefully they have the same power outlets.

Japan has basically the same power standards we do as opposed to Europe and most other countries around the world. So the plugs shouldnt be a problem. Only thing that may be different is how many volts a japanese unit may use as opposed to the U.S. unit.
As for getting a japanese console. Right now is probably a good time to do it before the post offices and shipping companies become congested with packages for christmas time. And you know the possibilities when they get congested....One bad one in particular being losing packages.
You should be safe though ordering early this month or waiting til about middle of next month when the post offices and shipping companies will start getting back to normal package, and mail flow.
As for where to get one. www.play-asia.com is probably the cheapest option with a Arcade system going for $279 i believe. Though the problem I found is that the payment options are sort of limited if you dont use credit card or paypal.

Only other place that has the Arcade system (if that's what you want) would be www.ncsx.com . They charge $10 more for it than play-asia, but they have a few more payment options. I personally chose them and ordered a Arcade unit on the first of this month along with Onechanbara Vortex so hopefully they restock those items soon, and I'll see shipping confirmation within the next couple days.
