I know for Splinter Cell Chaos Theory, i had to delete my whole save profile a couple times before it would work. xbox forums might have something on your problem, have you checked there?
the cache clear he is referring to is a special set of commands you put in, do a search and it should come up.

he doesnt have to delete any game saves. sure it may work for a game like it did for you, but the cache clear just gets rid of those minor updates that some games have you install before playing them in any manner. like Oblivion does for example. you insert the game disc and it asks you to install a update before playing. that sort of thing it gets rid of. your game saves wont be touched.

^^if you dont have a NTSC console.....in this case i'll assume you mean NTSC-U/C......then basically that game will not work even if you back it up, cause backing it up wont change the region......backing it up wont affect the region the game was programmed to run with. you need the appropriate region console to play a specific regions games. for example NTSC-J wont run on NTSC-U/C or PAL and vice versa for each of them. only exceptions to this rule would be if the games were programmed as region free, and frankly the original xbox only has a handful or so of games that are such.
anyways just keep trying, cause if the game is actually region free then either you're doing something wrong during the burn process or you read a source that claimed the game was region free and just never confirmed it.
also double check the program you're using to make the backup. i've seen a few topics here where someone had similar questions like yours and the solution was simple. if you're using a program that can make both 360 and original xbox backups then check and make sure you dont have it set to make the game as a 360 back up. if it's set to make your backup as a 360 backup then change it to the setting to burn original xbox backups.
