That is the point of a modchip / software exploit. And no, neither are avaliable. So the answer, well you cant play them YET, and we do not know when we will be able to.
EDIT: I dont think anyone has tested a Jap x360 game in the US x360 yet, but i doubt that it will boot.

I heard whether or not something was region protected was up to the developer and was not a requirement for 360 games, but I could be wrong.

this is the correct answer. some japanese games will work, and some will have the region lock. it is up to the publisher of the game. and vice versa, some north american games will be playable in japan.

Hardware Can't stop ANYTHING. only CODE, That hardware is there to HOLD the code.
BTW, it's impossible to mod the xbox like that, AT THIS POINT.

It's up to each game developer on whether they want to region lock them or not.
So some will work, some will not.

You have it backwards. The majority of games will be region locked. There are only a small number of Xbox games that are region free. Expect things to be much the same with the 360.
