Do you have the windows 98 bootable ISO in the same dir as start.bat? If you do, qemu should boot that and start the install process

Did you make a bootable iso? Start bat just boots the win98 cd provided it is bootable.

IF you extracted your win98 iso from the original win98 install cd it should be bootable. If not you can use nero to create the bootable win98 iso. All I did was select make a bootable iso in nero and copy the entire contents of the win98 directory to the root of the new iso and burn it to a an iso file on my pc. If you have winxp on your computer you will have to get a win98 boot floppy and put it in your A drive. Nero takes the files from A to make the bootable iso. You can get a win98 boot disk from bootdisk.com.
