sounds like an install issue, or a problem with your chip. What chip did you use to install?
I've been having great success with Matrix Glitcher in FAT mode, 1.1 JED flashed with impact, with 30AWG wire installs as short as possible. GND runs OVER chip to the video shielding prong.
Exception B and F cut to EXACTLY 23CM. These are perfect length to run to points on the bottom side of board via the hole by the southbridge. Route B wire between X-Clamps and UNDER the clamp arm to the POST output. Yes its a total pain to do, use tweezers and flux helps - bend the wire a bit to hit the point. similar to NAND-X install diagram.
Also remember soldering techniques, it helps with high frequencies to not have cold or pitted solder joints. Use shocking sponge and rosin flux.. and tin and trim the wires to a proper length. Tin/flux MB points before soldering. 95% prep....
I have yet to see them take more than 20 seconds to boot, no freezing or locking up issues yet.
The chip will be affected by cutting the power to it as the caps will lose charge and that would affect the reset's accuracy.
You should wait 15 sec minimum before trying to power back up from power-off. Allow up to 3 min to boot.
Put the 360 on its own power bar and flip that switch when you are done playing. Flip it back on and it should boot every time
