I'm not saying this is possible for the Xbox 360, but lowering the voltage =/= lower clock speed. Not every CPU/GPU is created exactly the same and keeping the voltage at a specific level that's just enough for one CPU might not be enough for another. So they leave the voltage at a level that leaves plenty of headroom. Undervolting does not affect performance, as it just removes that excess headroom that only wastes energy.
