Some news. I sorted it out:
Well, I finally got a reasonable explanation for the problem I have here with the external USB HDD not being recognized on 9199(FB) and the same one be on 8955(XBR): as 9199 has the new support for USB it is less compatible with some drive/enclosures models. Tried also on a non-Jtaged console. The device is not shown too.
I used an old IDE drive on another USB enclosure and it worked fine on both dashes (FB/XBR) and on the official one.
So, official 9199 is less compatible with usb storage than 8955. This caused the problem here.
If I switch back to 8955 the sata enclosure works, also I tried with 2 different drives on it.
Well, this maybe some good info.
