Well, Kai has a huge user base, but the games do not all get played for sure. You might check in the R63 arenas and the Ghost Recon arenas which are also popular. You can usually find quite a few playing the new releases.
A couple things to know are.....
All games that are playable via "Live" are not necessarily playable over Kai or XBC. They must have the System Link feature built into the game.
More and more games are being released that either do not have the system link feature, or that remove the voice communication feature from the system link part of the game. I can honestly tell you that the only game without "voice" that you can consistantly find people playing, is Halo.

You need to know that a fair percentage of players in xbox are in Halo 2. Period.
Atleast 400 at all times. Just turn off your firewalls and try to join private rooms. Also make sure you choose your "Arena status" in KAI.
You don't usually have to choose any special options to play, just find a good host with a good ping and go at it.
