it depends if the game itself supports dedicated servers. i know Unreal Championship and CounterStrike offers this option.

I have seen Halo 2 servers on KAI, how do I do that?  You see I have a very fast connection both ways running 3mb per second up and down at my home, So I wanna set up a server on it and then log into the room with friends and take advantage of that bandwidth. Is there a server setup guide on the net anywhere for halo 2 and kai?

It's not possible with the retail game since the retail game has no dedicated server option.

However, in theory it's not impossible. If one if the coders play on Kai he can have added this function to his game...

But for the rest of us, no. There are no dedicated server option on Halo 2.
