In your firewall, try adding an exception for port 8602 udp.

edit: nevermind, I forgot you tried w/ firewall off, sorry

completly uninstall your old version.  Then get http://www.xbconnect...XBCINST-142.exe  upon installation choose to use WinPcap since you are on Windows 98.  If your runing zone alarm pro, allow 0.0.0.1 if your not using zone alarm pro, keep it disabled when you run XBC.
