remember, the main factor is who you are playing, if they are really far, then it might lag more than if your playing somone from the same state/province

I've been trying to play a friend a half a mile down the street, and it still lags horribly. with 2mbps d/l and 200 kbps u/l. I should be able to join him and host fine. I've checked his connection too, and it's the same as mine. Comcast as well.

Your download speed doesn't matter (in online gaming in general) it's your latency. Ping his house and see what it is. If your provider bounces your packets across town and back a few times, you'll get all laggy.

I play people in Austria all the time and haven't had a prob. I live in Florida.
