The criminal mission is a multi planet mission and cannot be completed on Telos. The same goes for the fuel mission.
As far as I know you never speak to the alien you set free again.
As far as getting of the planet, I cant help you - I just remember that the aliens give you one of their shuttles and when you go to leave there is one hell of a fight in the aliens offices. (Depends on your path though I guess)
