Title: What Was That Software That Enabled Increasing

I think it was Halo Weapon Editor or something like that. Anyone know what I'm talking about? For example, I could make the pistol fire VERY fast, as opposed to regular speed.

Doesa anyone have a link to this software or alteast know what its called?
