I have made the hex patch for the PAL version default.xbe file that FORCES 480p output, i say "FORCES" because autodetection seems unlikely to make because some detection code is missing in the PAL xbe, but will still continue working in it.
GTA - San Andreas PAL (FORCE 480p patch)

Locate: 83 C8 20 F3 0F 11 05 0C
Change for: 83 C8 40 F3 0F 11 05 0C
