Title: What Do I Use To Open A .col, .ipl And .ide File?

I have Myriad Islands on my Xbox Vice City and I am adding three skyscrapers to the map.

BUT, I need to edit (delete text and replace with other text) files with these extensions: .COL, .IDE, and .IPL

What program can I use to open these files and edit them? Do I use a HEX editor and which one?

Use notepad, MSs best program.
