I think it would have to be implemented into the bios rather.

That's what they should do for the last X3 bios... Ohhhhohoho that would be sweet.

EDIT: Is the X360 going to just play music over everything like this would, or are they just requiring developers to include an option to play custom music?

I don't think you'll ever see this idea come to fruition.  However, what you can do is create a simple audio mixer circuit and play a cd/mp3/whatever with your xbox audio.  Just turn the in-game music off and let your music play.
