i think that u can only do with the Xbox SDK.

(so is xbox moding) but on top of that extremly hard for me to find I looked in a bunch of irc rooms and no luck!

Using the Open XDK is not illegal, however using the official MS XDK is. The MS XDK is the preferred option but it's hard to come across. Once you've obtained a copy of the XDK, start reading tutorials.
