Why would a ps2 bios be able to launch ps2 games with xbox hardware?

The BIOS is not the only difference.

The Xbox is based on the x86/IA32 PC architecture, where the PS2 uses a MIPS processor in a more custom hardware environment.

This is why emulators exist.  They use software to provide a virtual hardware environment matching that of the original device.  Of course, that also results in a slowdown which ranges from minor to drastic, depending on the differences in hardware.

Wow I can't believe this is still being talked about.  If you could emulate a ps2 on an xbox it would go so slow you couldn't wait for the game to load.  Emulation would be the only way to do it cuz of hardware issues

I guess no one remembers, but Nintendo named the Mario 64 rabbit "Mips" as a joke:

"Development started by creating the characters and the camera. The first test scenario used to try out controls and physics involved Mario and the rabbit Mips, named for the MIPS processor in the Nintendo 64."
