You're chip is most probably messed up. Take a real close look at your chip, and make sure everything looks ok. Also if you are using the wire install, make sure all wires are still in and that they didn't get off the points(which is very unprobable). If you are using pin-header, make sure that your d0 point is soldered. And one more thing, make sure your freakin flash jumper is off, so many people can't flash, BECAUSE THEY'RE FREAKIN JUMPER IS ON!!!
