right click config.xml sellect 'open with...' and select notepad or wordpad (I use wordpad) unless u want to associate all .xml files to note pad or wordpad uncheck the box "Always use this program to open this file"
and it should open up for edit.
It really doesn't matter if you use win98 or something newer it's the same pretty much.
