right click on "my computer" and find manage
go to Services and Applications > Services and dbl click on Relax
note the service name, probably relaxservice
open the command prompt and type "sc delete relaxservice" with out the quotes
restart and the delete the directory where you installed relax.

As u can read in the Documentation.. its
RelaX.exe -U
