Did he tell you which chip? Try turning it on and holding the white button.

even the guy i got it from doesn't know whats happening, could it have been dropped and this happens?

take it back to the guy and have him check the d0 on it
it sounds like it has come loose
because how you describe it makes it sound like the chip is there but cant be booted from
