A model rendered with more polygons has the potential to be of higher quality than the same model rendered with fewer polygons. However, developers are limited to what they can eke out of the processor. Most gaming consoles have what is sometimes referred to as a polygon budget, where anything over that amount can lead to FPS loss and slowdown.
The fact that Bizarre used models that were 25% more detailed than anticipated (and announced) is pretty impressive.
