Nevermind, got it working, it took a couple of reboots..

And for the experience (16 mil) your character has to kill someone for it to kick in (If I recall correctly)

I think you're right...but when a new character comes into your crew it automatically let's you level up...very cool!!!  Just waiting until I get to star forge(behind that lock door from the other hack) to turn off some of the cheats...
