Offering Windows Share From The X-box?

xbmp can hanlde samba shares.don't know if this is exactly what you want to do but it palys mp3's and you can watch movies over the network.

Mostly because i'd like to be able to use the xbox for games/video/etc while i'm serving the files. I'm going under the assumption here that you can have applications running in the background.

I wonder how hard it would be to port samba to the xbox OS....

Ahhhhh...

NO. You cannot share files while running games. There is no "Xbox OS" per se.

The Xbox games do not run multi-process... only ONE app can run at a time.

The future may bring other interesting developments, but no XBE will change the current set of facts. Only BIOS development, and you are certainly not the first person to request  networked drives during game play.
