Firstly, could it be the dvd itself? Maybe it is a little dirty?
Try another NTSC dvd if you can get your hands on one.
Otherwise, try Enigmah's Video Switchmode utility. It allows you to swap between NTSC and PAL modes.

i tried the patch and it solved my interlacing problems.. but unfortunately the playback quality in ntsc mode is pretty bad.. everything is very hazy (not sharp).. i'm sure it's not ntsc (less vertical lines) or the disc because i tested a ntsc r0 disc i could also play in my r2 standalone dvd player..when my xbox is in the default pal mode and i play a pal disc it looks perfect..
