Go into Configuration. If you see the option "Set Default Game Configuration" then select that. It should bring up the game configuration screen where you will set the configuration you want for ALL games. If you don't see the option then that version of the emu does not support the feature.
Then go into General Settings. Set the option "Automatically Use Default Game Configuration?" to "Yes".
From now on all games that have no configuration should use those default settings.
