i found this
http://forums.xbox-scene.com/index.php?showtopic=603365
the xbox supports usb devices like keyborads and mouse for games so you should be able to use a snes emu.
i would suggest you to use zsexbox 3.5,the newest and greatest snes emu on xbox in my opinion.

It won't work for ZsnexBox or for any Xbox emulator (as far as I know). USB support on the Xbox is at the OS level. It is not documented or supported by Microsoft. It would be extremely difficult to add to an emulator. The only way to use an adapter is to run Xbox Linux with the Linux version Snes9x or cut the connector off an SNES and Xbox controller and splice the wires together. It's simple but ghetto.

I thought that the openxdk had support for USB devices?  Just that no one ever figured out how to "integrate" it to work in the microsoft SDK...?
