Do All Mame Roms Have A Chd File?

No turtles does not need a CHD file, a CHD file is nothing more but a compressed Hard Drive image,
and only certain games came with a HD (like killer instinct)

most likely your romset is incompatible with the mame you are using (mame version 0.84)
I suggest you check the big stickied thread on information on how to check your romsets,
there's a tutorial linked in there and an explanation about mame roms.

The biggest problem with mame is with every version many roms could have changed files. They will either improve the files to work better or redump them. This creates a problem. The mame on xbox is version 0.84 while the current pc version is 113 which has a ton of differences. So if that rom was changed between those two versions, the current romset wont work with the very old version.
