What you do exactly?, because I have the same problem with some not so common roms.
You just open up the "vm.txt" file in notepad/wordpad (or any text editor) and make a new entry. The entries are just the name of the ROM (the zip name, not the full game name) and then the virtual memory settings.
The virtual memory settings can be a bit tricky since you need to find a setting that works, I generally start by looking at other ROMS that are about the same size as the ROM I want to make a new entry for and see what settings they have in the vm.txt file and try those first.
An easy way to test settings is to go into the MAMEoX emulator options menu and turn on "Force VMM". Then you can adjust the settings and try loading your ROM. If it fails, try another setting and try loading again. When you find settings that work just enter those settings into the vm.txt file.
But DO NOT leave the Force VMM option on. You should always disable it after testing. The reason is because that option forces MAMEoX to use virtual memory for all ROMS, even if they don't need it. It also forces all ROMS to use the same VMM settings. Many ROMS use totally different virtual memory settings from one another to run smoothly, so one setting can't be used for all of them. It's much better to find the correct settings for each individual ROM and enter those settings in the vm.txt file.
To answer Timerever's comment... here is the setting you would want to use for Pro Gear:
