If you don't count the psone, thurbograph and segacd cds, and you take out every repited version of the roms (Usa, Europe, Japan, Hispanic, etc) I think you can have all the games in less than 40-50 gigas. That is a guess.
I can have all the best in just 3 gigas because I only have the games than runs very good on the N64 emulator so I don't have 5 gigas of worthless N64 roms.

Not counting Mame roms, all my 99.9% - 100% complete US sets for about 25 systems are only 10 gigs.  You have nothing to worry about.

EDIT: And that includes the 4 gigs or so of useless N64 games that I still have on there anyway.

Not including worthless shit: 1gig for snes, 2 gig for gennesis, couple a hundred meg for nes/atari/other old systems and about 4 gig for n64. The big space takers are mostly gba and psx. And your not ever gonna get all psx games. So your gonna have plenty of space of left for whatever.

My 200gb HDD is filled with the following:

Complete (working only) Romsets for:

MAME
FBAxxx
Megadrive
SNES
NES
Master System
Atari 2600
PC Engine
Gameboy
Gameboy Colour
ZX Spectrum

And also the following collections:

PSX - around 25 games
Mega CD - around 20 games
PC Engine CD - around 20 games
N64 - around 200 ROMs
GBA - around 100 ROMs
C64 - around 100 ROMs

On top of this I have around 50 Xbox games and 40 films.

So yes, 250gb is plenty.
