Well, remember a couple of months ago when we had like 6 sticky threads? The forum just looked cluttered. VampX then took it upon himself to write the Great Xbox Answer Thread to replace all the stickies (they are all linked inside). I liked the idea so I stickied the Answer Thread and and unstickied all the others except XMugen.
So why does XMugen get a sticky? I'll explain... First, this isn't even the proper forum for XMugen since it isn't even an emulator. It also doesn't really fit well into the other forums either. It runs on Linux, but doesn't really belong there since that forum is more about running the various *nix distros and not so much about running apps on top of those OS's. The best fit is probably the Homebrew/Ported game forum, but technically it truly isn't either one of those either.
But which ever admin posts under the name "XBox-Scene" is the one that originally posted the news items about XMugen in this forum. So the power that be at X-S themselves placed it here. The main thing XMigen has going for it here is that fact that most of the people who would be interested in an app like XMugen are also part of the Emulator crowd.
But back to my main point... XMugen doesn't fit well anywhere, so one reason it is stickied is so that people new to XMugen can actually find information about it. They might end up scanning several of the aformentioned forums just trying to find where it goes and hopefully they will spot the sticky. Also, as frustrating as repetitious questions about Zsnexbox may be, XMugen is still easily 10X more complicated and frustrating to use. Even if we had a sticky about Zsnexbox we would still be getting the questions because some people just ignore the stickies anyway. The Zsnexbox FAQ is linked in the Answer Thread, so people just aren't looking. Again, XMugen isn't linked in the Answer Thread because it's not an emulator and even people that read stickies might not think to look there.
As for why nes6502 doesn't have editing rights... believe me, I've tried. I don't have the power to grant editing rights and I've tried on a couple of different occasions to request that nes6503 be granted editing rights and they have been simply ignored

The power that be are very reluctant to grant editing rights because you can't grant rights to to a single thread; if edit rights are given that person has edit rights to all their posts. And even though I've explained that I thought nes6502 was trustworthy, I was still ignored. BTW, guybird also doesn't have edit rights to the XMugen FAQ either even though I've made the same requests on his behalf.
