They use different processors. The code (in machine format) will be in the PS3 CPU format, not intel x86. This is why code written for one processor cannot be run on another. They support different instructions. This is also why the Xbox 360 uses emulation to play Xbox 1 games because Xbox games are designed to work on intel x86 processors, not powerpc (what the Xbox 360 has)
However, it is still possible.
All anyone has to do is write a PS3 emulator. Then run the PS3 emulator on the Xbox and use its' PS2 emulator. So the Xbox will be running a PS3 emulator which will be running a PS2 emulator. Maybe i'll work on that after ZsnexBox.
