Genesis Street Fighter 2 Debug Mode?

Sorry, didn't know where to put this, but here goes: A couple years back, I was watching my brother and a friend play street fighter 2 CE for the genesis. I don't remember the specifics but I believe one of them was button mashing when all of a sudden a blue screen came up with random numbers that you could change. The weird thing was that beside the numbers were the names of the 4 new characters from super street fighter (fei long, cammy, etc.)  blink.gif . Anyone ever stumble across this?
