Mamedox 1.1 Virtual Memory Issues?

When trying to load certain games, "Memory alloc" error appears, even with titles with parameters already set in the vm.txt file.   I thought the purpose of this file was specifically to prevent this problem.  Any ideas?  
So far I've seen the error with Strider 2, XMen Vs SF.
