All I want is the damn VM turned off and the 128 core on so it uses my extra memory and I get no more stuttering.

holy hell, whats with all this false information
the facts:
- VMM is enabled in both 1964x and PJ64x
- you cant turn VMM off on a 128 meg xbox simply because you still need it - while much better than 64, with some roms 128 meg is still not enough memory for smooth gameplay. Check out goldeneye/pd for example. The project x RDB file entry for it claims it needs 40 megs *just for the dynarec*.

So is the 128 core present but not enabled in 1964?
Was this just an oversight or is there a more sinister reason behind this glaring omission?
Would it be easy (for someone with the right programming knowledge) to enable the 128 supprt?

theres another thread about this -> how about removing the mempack/rumble pack toggle, or at least having the toggle be a combination of button presses, instead of just the left thumb stick. I don't have a problem with it, since I've been playing video games for years, BUT my gf who I just got addicted to video games, inadvertantly presses the stick in, and that huge black box gets REALLY annoying after a while.

You just answered your question by yourself.
Of course it is difficult to add that support,
but if somwone knows how to do it (with the right programming knowledge)
it sure would be easy

we forgot to enable 128meg caching to 1964 but its present in 1964.
we will resolve it in the next build
