it had real people (Digitized) like in mortal kombat but biger
i think there was a girl in blue with glaesses
and a level like a prison

The only ones that come to mind are Tattoo Assasins ['94] (looks and runs alot like Mortal Kombat) and Street Fighter the movie

found it! after following the link you posted, i went thru a couple of hundred names on the site and with a few hours of patience, sheer willpower and dumb luck found the game...but its not really quite how i remembered it...

Street Smart.

for some reason i remembered a dude in stars n stripes tights and the main character in an orange martial arts uniform...ahh well. cheers for the help VampX

yeah, i know what you mean, i used to look at Snes owners and their fancy pants street fighter II games, squaresoft rpgs, castlevania series and mode7 grafx and get all green with envy, then sfII champions came out (for megadrive way way earlier than it did for snes) and a couple of castlevanias and everything in the world was good again, sega vs nintendo all square.
